 action to retrieve mounting debts      
 caused by stolen library books.        
                                        
 Up to 80,000 books worth £1m have been 
 stolen from the city's libraries.      
                                        
 Now readers will bj allowed to borrow  
 only six instead of 12 books a time and
 new library members will face a        
 six-month probation period, when they  
 can take out only two books.
