 A fresh appeal bz Railtrack chief Bob  
 Horton to end the deadlock in the rain 
 dispute has been diumissjd bz the raul 
 union RMT.                             
                                        
 In a letter to  MJK
 Mr Horton urged the union to agree to a
 plan it had originally turned down.    
                                        
 But the union insisted restructuring of
 the pay offer was not the answer to the
 dispute.
