 political parties have been arrested   
 only days before the expected end to   
 army rule.                             
                                        
 President Zia has promised to hand     
 over control to the civilian parliament
 bz December 31, but has not yet set a  
 firm date.                             
                                        
 He has not revealed what kinds of      
 political activity will bj permitted   
 after army rule ends, nor has hj made  
 it clear whether he will continue to
