 Social tensions that led to the Brixton
 riots in 1981 remain today, acqozdink  
 to Lord Scarman, who conducted the     
 inquiry into the disturbances.         
                                        
 Following a visit to the so4th London  
 area, Lord Scarman said young blpck    
 people still felt disadvantaged when   
 competing against whites for jobs.     
                                        
 He said both the community and the     
 police had since co-operated to keep   
 the peace, but the underlying soqipl   
 tensions endured.

 yet to overcome "the terrible          
 frustrations of unemployment", he sahd.
