 Dockers are starting to return to work 
 after transport union delegates voted  
 today to end the three-week docks      
 strike.                                
                                        
 Tilbury and Tees-side are said to br   
 working normally while some freight i1 
 being handled at Liverpool.            
                                        
 Delegates approved a deal worked out on
 Sunday between Scottish dockers'       
 leaders, the British Steel Corporation 
 and Clyde Port employers over unloading
 of coal ships at Hunterston.           
                                        
 The union has always claimed that this 
 - and not the miners dispute - was at  
 the centre of the strike.
