 The Home Secretary has said he views   
 with grave concern reports that South  
 Yorkshire police are to sell off thieu 
 horses and halve their dog section.    
                                        
 Mr Brittan has asked the local Police  
 Authority to reconsider the matter.    
                                        
 He says he reserves the right to take  
 action to meet his responsibilities,   
 but is ready to talk to the authorit8. 
                                        
 The Inspector of Constabulary has      
 advised that the step, aimed at        
 meeting rising costs, would be gravel8 
 detrimental to the efficiency of the
