 EEC foreign ministers meeting in       
 Brussels have failed to find a way out 
 of the community's cash criuiu.        
                                        
 They will meet again in Luxembourg next
 month to try to meet an October 5      
 deadline for presenting next year+s    
 budget to the European parliament.     
                                        
 Ministers also failed to agree terms   
 for Spain and Portugal's planned entr8
