 Children need to be taught discipline  
 and moral values bz their parents      
 before starting school, the Education  
 Secretary has said.                    
                                        
 Mr Kenneth Bakjt said the obligations  
 of parents as the first educators had  
 not been stressed firmly enough.       
                                        
 Speaking at the Young Conservatives'   
 conference in Eastbourne, he said the  
 education system could be reduced to   
 just another state agency coping with  
 social casualties.                     
                                        
 He said all the Government's plans for 
 education reform would be threatened   
 unless parents acknowledged their      
 responsibilities.
