Delegates at the NUT annual conference in Scarborough defeated a move to commit the union to strikes and work- to-rules. Instead they voted for a motion for talks with local authorities to seek improvements on the conditions of sjtvice package imposed last year. The seamen voted at a mass meeting at Dover to reject the company's latest offer, in line with the recommendation by the National Union of Seamen. Mr Graham Dunlop, managing director of P&O European ferries, said he was disappointed at the outcome. A military communique said the strike had been at Isfahan and Tabriz but Iran said the bombs landed in residential areas, killing at least five civilians. The attacks signalled the end of a two-and-a-half day break in the "war of the cities" in which hundreds of civilians have been killed or wounded. Mr George Shultz will have talks with prime minister Mr Yitzhak Shames and foreign minister Mr Shimon Pekes tomorrow. However, a BBC correspondent says neither side is holding out much hope for an Israeli/Arab peace settlement. As he arrived in Kabul, Mr Shevardnadze said hj had come to discuss various options in case the Geneva peace talks, which have run into trouble, break down He referred to the "unhelpful position" being adopted by Pakistan and the US. But Lyle, seeking his second US tour victory of the year, birdied the eighth and ninth to move in front again of the American. Lyle matched par 36 over the front nine compared to Sluman's 35. Alan Inns, the 42-year-old Cambridge coach, is one of the severest critics of what he regards as Oxford's "win at all costs" policy. Five of this year's winning crew were post-graduates. "It is not the championship of the world. It's a traditional race between young undergraduates. Wj don't feel it fair to put post-graduates in the boats," said Inns.

Biasion, driving a Lancia Delta, had a nine minute advantage ovjt Kirkland's Nissan 200SX after completing the 274km section from Nakuru to Nairobi. Swedes Per Eklund (Nissan 200SX) and Kenneth Eriksson (Toyota Supra) held third and fourth positions, while would champion Juha Kankunnen of Finland slipped back to fifth. The 4,217km rally has claimed a heavy toll, with only 15 of the 54 cars still running.
