  TORIES "AFRAID OF THE     
  PEOPLE" - KINNOCK         
                                        
 Labour leader Neil Kinnock has accused 
 the Government of "being afraid of the 
 people" in refusing to hold a general  
 election in November.                  
                                        
 Speaking at the Labour Party conference
 in Brighton, hj said the Tories had    
 "lost their njrvj".                    
                                        
 "What a year it has been for the       
 Conservatives. They started bz losing  
 their leader. They have ended it bz    
 losing their nerve," Mr Kinnock said.  
                                        
 Mr Kinnock pledged Labour would        
 transform Britain with new domestic and
 international policies.
