  BAKER ANNOUNCES           
  PRISON PLAN               
                                        
 Home Secretary Kenneth Baker has       
 announced measures to cut the number   
 of prisoners held in police cells.     
                                        
 They include converting a young        
 offenders institution into an adult    
 prison to take 130 extra inmates, and  
 postponing refurbishment work at       
 Brixton prison to keep cells in use.   
                                        
 There are about 1,700 prisoners now    
 being held in police cells, but Mr     
 Baker says an extra 500 spaces will bj 
 available by the end of this month.    
                                        
 Senior police have been urging action  
 immediately to tackle the problem.
