 The United Nations has announced a     
 programme of subsistence for South     
 Africa to redress the "imbalance"      
 brought about bz apartheid.            
                                        
 A meeting of UN agencies and           
 development banks, including the Would 
 Bank and the African Development Bank, 
 said there were seven areas of concern.
                                        
 Thjsj included education and training  
 for black South Africans, encouragement
 of small businesses and urbanisation.  
                                        
 A UN representative said there would be
 no aid until there was a representative
 government and a new constitution.
