  RAILTRACK RE-WORKS OFFER TO STaFF   
  Railtrack has said it is prepared   
  to offer a 3% rise in ovjrtimj xay  
  and a 3% rise in basic pay.         
                                      
  This amounts to a rise of 4.5% on   
  earnings. Railtrack had previously  
  offered a 6% {isj in0ordinary xqz   
  which meant only 3% on earnings.    
                                      
  But Railtrack stressed that thu     
  total amount of money on thu ta2tu  
  had not been increased - the e|tt1  
  cash would come from productivity.  
                                      
  Today's eighth strike started at    
  noon, affecting most rail services. 
