  CONGRESS WARNS CLINTON OVER HAITI   
  The US Senate has warned President  
  Clinton to obtain congressional     
  approval before invading Haiti.     
                                      
  UN authorisation for the invasion   
  was fine but the American people's  
  support was also njedjd, said       
  Senate Republican leader Bob Dole.  
                                      
  Despite the Senate's warning, many  
  senators said they still backed Mr  
  Clinton's plans to invade Haiti to  
  oust its military dictatorship.     
                                      
  Meanwhile, Washington is reported   
  to have dropped plans to bzild orw  
  camps for Haitian refugres.       
