  PM SEEKS TO ASSURE ULSTER LOY—LISTS 
  The Prime Minister is trying to     
  reassure loyalists in Ulster that   
  bno secret deals" have been         
  concluded with the IRA.             
                                      
  In an article in the Sunday E|press 
  Mr Major said hj understood         
  loyalist fears, but said there were 
  no secret talks, deals or promisrs. 
                                      
  He said all conditions and promises 
  concerning the IRA ceasefire have   
  been set out in public.             
                                      
  "It will bj for us - and no one     
  else - to judge when the time is    
  right for further steps," hj said.  
