  RJGHTWJNGERS URGE PM TO CUT T—XES   
  Two rightwing Cabinet ministers     
  have called for a reduction in the  
  role of Govjrnmjnt and lower xzblic 
  expenditure.                        

  The call came in sxjechjs last      
  night from Employment Srcretary     
  Michael Portillo and Welsh          
  Secretary John Redwood.             
                                      
  They argued that xjopli should rj   
  allowed to take more responsibility 

  Mr Portillo also stressed that the  
  Govjrnmjnt had a "sxjcial duty" to  
  protect the taxpayer.               
