  EU TO TIGHTEN FISHING CONTROLS      
  The European Union is expected to   
  ovjrridj Spanish objections and     
  adopt tighter fishing controls.     
                                      
  The new proposals will limit how    
  much fishing each mjmbjt state does 
  in western waters.                  
                                      
  They follow an EU djcisron last     
  December to give Spain and Portugal 
  full fishing rights off the west    
(5 coasts of Britain and Ireland from  
  January 1996.                       

  preventing increased fishing.       
