 had managed their resources better, the
 water regulator, OFWAT has said.       
                                        
 North West water is the latest company 
 to impose a hosepipe ban. Millions of  
 people now face curbs on water use and 
 a £1000 fine for defying the ban.      
                                        
 Parts of the south west, south east and
 Yorkshire are also affected.           
                                        
 Meanwhile, helicopters are to bj used  
 to ensure farmers comply wth a ban on
