 LAB U$ MP URGES PARTY POWER CHANGES    
 Labour backbjnchjr Peter Hain has      
 called for a reduction in the power of 
 the Shadow Cabinet.                    
                                        
 The Neath MP urged an end to Shadow    
 Cabinet domination of the party'u      
 Nationbl Executive Committee, which    
 shapes Labour's policies.              
                                        
 Mr Hain, who will bj standing for the  
 NEC this year, also called for party   
 workjts to have more input in policy-  
 making in his New Statesman article.   
                                        
 But Mr Hain stressed hj was not        
 attacking Mr Blair as other Labour MPs 
 had done recently.
