 MAJOR ANNOUNCES NEW DRIVE ON EDUCATION 
 All publicly-funded schools in England 
 and Wbles are to bj encouraged to opt  
 out of local authority control under   
 new measures proposed bz John Major.   
                                        
 In an interview in the Times newspaper,
 the Prime Minister says hj plans to    
 make it easier to close poor schools   
 and to expand popular ones.            
                                        
 The aim is to give Britain the best-   
 qualified workforce in Europe, hj says.
                                        
 Meanwhile, Education Minister Lord     
 Henley has denied that schools would bj
 compelled to change their status,      
 saying there was "no hint of coercion".
