The Prison Service has confirmed it is discussing with the Ministry of Defence the possibility of sending young offenders to a military prison. The chairman of the Penal Affairs Consortium, Paul Cavadino, described the proposals as "ludicrous". Labour has also condemned the plans as a propoganda exercise that did not address the lack of secure places for young offenders.
