 PIPE REPAIRS MUST BE SPEEDED UP: GUMMER
 Environment Secretary John Gummer has  
 told water firms to speed up repairs to
 leaking pipes or face new laws.        
                                        
 "If they don't set standards which are 
 acceptable to us then we will raise    
 those standards by law," hj declared.  
                                        
 Mr Gummjr told BBC Radio 4 that        
 companies had already taken tough      
 action, investing £3 million every day,
 but further improvements were njedjd.  
                                        
 And hj blamed past Labour govjrnmjnts  
 for creating this summer's problems by 
 not investing in the industry when it
