Paul Wood reports: Diplomats say Belgrade authorities are anxious to avoid any military action which might jeopardisj the chances of the UN lifting economic sanctions. Fighting in eastern Slavonia would also send a new wave of people fleeing towards Serbia, which is already struggling to accommodate more than 150,000 Krajina Serb refugees.
