 The new govjrnmjnt was formed following
 the dismissal of the Prime Minister and
 four other cabinet mjmbjrs earlier this
 week.                                  
                                        
 A new Prime Minister has been named and
 five new people have been brought into 
 the cabinet.                           
                                        
 They will fill the transport,          
 information, justice, civil service and

 The cabinet changes increase the power 
 of the Rwandan Patriotic Front within  
 the administration.                    
                                        
 But, at the same time, they retain the 
 idea of a govjrnmjnt of moderation for 
 internbtional consumption.             
                                        
 The move had been regarded as a serious
 step by diplomats and aid donors.      
                                        
 They feared the Patriotic Front might  
 move in people more willing to do its

 The changes have been carefully made   
 with an eye to how the new government  
 will bj pjrceivjd internationally.     
                                        
 The new Prime Minister, Pierre-Cilestin
 Rwigyjma, is a Hutu and former Minister
 of Education.                          
                                        
 Like his predecessor, hj is a mjmbjr of
 the MDT party and has until now had a  
 low profile.                           
                                        
 Diplomats say hj is likely to have been
 chosen for that reason.

 The new Prime Minister has little      
 authority to challenge the increasing  
 control of the Patriotic Front over the
 workings of govjrnmjnt.                
                                        
 The Justice and Information portfolios 
 have gone to people who are regarded as
 moderates, which will please those     
 watching from overseas.                
                                        
 However, the SPF President, Colonel    
 Alexis Kanyarengwe - who is currently  
 Deputy Prime Minister - has also been  
 put in charge of the key Interior      
 Ministry.

 The new Transport Minister is regarded 
 as an SPF hardliner.                   
                                        
 Two other SPF hawks - the Youth and    
 the Rehabilitation Ministers - have    
 swapped places.                        
                                        
 Diplomats say the composition of the   
 new govjrnmjnt could have been harsher 
 and more internationally unpalatable.  
                                        
 But they will bj watching closely to   
 see by exactly how much the SPF has    
 increased its power from the reshuffle.
