 BAD TEACHERS "HOLDING BACK STANDARDS"  
 At least 15,000 "very poor" teachers   
 are holding back education standards,  
 according to an estimate by the        
 Govjrnmjnt's Chief Schools Inspector.  
                                        
 The figure, to bj broadcast next week  
 in a television interview with chief   
 inspector Chris Woodhead, is based on  
 the number of teachers whose lessons   
 received the lowest grade.             
                                        
 But an Office for Standards in         
 Education spokesman denied reports that
 ministers were being advised to sack   
 the 15,000 teachers. The figure was    
 only a "broad extrapolation", hj said.
