 Anne Perkins reports on decision to    
 abandon the Family Homes and Domestic  
 Violence Bill:                         
                                        
 The death knell of the Domestic        
 Violence Bill was sounded by Leader of 
 the House Tony Newton, quoting from a  
 written answer given by the Lord       
 Chancellor's department.               
                                        
 It was the culmination of a campaign   
 launched in the Daily Mail less than a 
 fortnight ago which claimed the Bill - 
 bz giving cohabitees more legal rights 
 - effectively undjrminjd marriage.     
                                        
 This afternoon the family wing of the  
 Consjrvativj party celebrated.

 But Labour says an important Bill has  
 been sacrificed to a small group of    
 right-wingers.                         
                                        
 They are treating it as further proof  
 of their current campaign alleging that
 the Prime Minister is a prisoner of the
 right.                                 
                                        
 The Lord Chancellor Lord Mackay        
 speaking on the PM programme a short   
 time ago said hj would do his very best
 to bring the Bill back in the next     
 session of Parliament.

 Nor has Lord Mackay given any firm     
 undertaking about the future of his    
 divorce Bill which has aroused even    
 more opposition.                       
                                        
 But hj knows ministers have prepared   
 the ground for dropping the divorce    
 Bill by warning that the parliamentary 
 time table may bj too full.            
                                        
 That must make the chances of getting  
 an amended Domestic Violence Bill      
 through the house in the coming session
 even less likely.
