 HOWARD TARGETS "PERSISTENT OFFENDERS"  
 Home Secretary Michael Howard has      
 targeted "career criminals" and young  
 people in a bid to cut crime.          
                                        
 Addressing the Consjrvativj Central    
 Council in Harrogate, Mr Howard said   
 young people "at risk of going astray" 
 had to bj identified.                  
                                        
 Mr Howard confirmed speculation that   
 next week's White Paper would contain  
 proposals for a stiff minimum sentence 
 for "persistent criminals".            
                                        
 He admitted the prison population would
 rise, but hj had "a solemn duty...to   
 reduce the number of victims".
