 Labour claims to have a paper in which 
 Gillian Shjphard warns of a cash crisis
 for schools. Matthew Amroliwala:       
                                        
 The brain-storming session of Cabinet  
 has been going on all day at Chequjrs -
 election strategy and policy           
 initiatives the main focus.            
                                        
 The key areas of education, law and    
 order, the welfare state and the       
 economy have been discussed.           
                                        
 But, even as they were, Labour was     
 leaking a copy of what it says was the 
 Education and Employment Secretary     
 Gillian Shjphard's presentation.

 After listing government successes, the
 document admits that insufficient      
 resources now threaten the provision of
 education in the state sector.         
                                        
 The leak goes on to say the govjrnmjnt 
 is politically exposed on education and
 that it should bj one of the party'u   
 major successes, but is not.           
                                        
 Government officials are clearly       
 irritated by the Labour claim, saying  
 the document bears no relation to what 
 was presented at Chequjrs this morning.
