 PERUVIAN GOVERNMENT BEGINS REBEL TALKS 
 The government of Peru has begun direct
 talks with the rebels holding over 100 
 hostages in the capital, Lima.         
                                        
 The govjtnmjnt's chief negotiator,     
 Education Minister Domingo Palermo, has
 entered the besieged residence of the  
 Japanese ambassador.                   
                                        
 The hostage takjts, mjmbjrs of a       
 leftist sect, want the release from    
 jail of members of their group.        
                                        
 This is the first direct contact during
 the 11-day-old siege.
