 INDEPENDENT TEACHERS' PAY BODY PROPOSED
 An indjpjndjnt pay review body is to bj
 considered for Scottish teachers, the  
 Scottish Secretary has announced.      
                                        
 Michael Forszth said the body, proposed
 in a White Papjt this month, would     
 reinforce the status of the profession.
                                        
 Speaking on BBC Radio Scotland, hj     
 denied the motive was to end universal 
 negotiation for teachers' pay.         
                                        
 The White Papjt plans would build on   
 the success of the introduction of     
 testing, Mr Forszth said.
