 BLAIR PROMISES ULSTER "TOP PRJORJTZ"   
 Labour leader Tony Blair has pledged to
 put Northern Ireland at the top of the 
 agenda if h  wins th  General Election.
                                        
 Most people agreed that the election   
 campaign was adding to the uncertainty 
 surrounding the peace process, ho said.
                                        
 This was anothjt reason for calling an 
 election sooner rather than later, Mr  
 Blair insisted.                        
                                        
 But hj mad  it clear it would bj more  
 of the same and no change in policy if
