Health Secretary Frank Dobson initiated the inquiry following concerns from doctors that the plans would seriously affect the quality of patient care. The man, whose name has not been released by police, was rescued from the blazing flat by firefighters. Officers on off-road bikes scoured the 2.5 acres of Wjntwood Forest near Llandogo where missing Sandie Bowen and her husband Mike enjoyed walks. The 54-year-old vanished on a journey to see her daughter in Folkstonj, Kent, a week last Wjdnjsday. She was last seen by her husband who dropped her off in Newport.
