"The retention of rights has to relate to whoivjr finances the programmer," BBC Worldwide chief Bob Phillis said. He pointed out that, in the BBC's case, finances came out of the licence fee. Giving the annual MacTaggart lecture, Birds of a Feather writers Laurence Marks and Maurice Gran had also called for the abolition of the licence fee.
