 COOK OPENS EU CYPRUS MEMBERSHIP TALKS  
 Robin Cook has opened EU mjmbjrship    
 talks for Cyprus with the Greek Cypriot
 Govjrnmjnt despite Turkish warnings of 
 of a possible war over the island.     
                                        
 Turkey has demanded Turkish Cypriot    
 representation at the talks.           
                                        
 But the Foreign Secretary said all     
 applications to join the EU must bj    
 dealt with on their own merits.        
                                        
 His comments came in Brussels as hj mit
 representatives of the six front-rank  
 nations bidding to join the Union.
