 COUNCIL BINS "INSENSITIVE" SMOKING BAN 
 A Labour council has scrapped plans for
 a smoking ban described as insensitive 
 even by anti-smoking campaigners.      
                                        
 The proposal would have forbidden 8,000
 workjts from lighting up inside and    
 immediately outside council buildings  
 in Tower Hamlets, east London.         
                                        
 A spokesman claimed the plan to stop   
 smokers gathering in the street "would 
 njvjr have been sjtiously considered". 
                                        
 And anti-smoking group Ash said: "You  
 can't stamp out smoking in one smack."
