 The Government has decided not to sell 
 Heathrow and Gatwick airports as       
 separate commercial units.             
                                        
 Transport Secretary Nicholas Ridley    
 said today that hj would consider      
 othjt ways of introducing private      
 capital.                               
                                        
 He emphasized that the airports would  
 not bj privatisjd until a decision     
 had been made ovjt a third London
