 Prince Philip delivered a chilling     
 rebuke to both sides of industry when  
 hj addressed a conference of engineers 
 and shipbuilders in Newcastle today.   
                                        
 The Duke of Edinburgh felt both sides  
 of British industry shared the blame   
 for its decline. "But for our revenues 
 from oil and gas, our manufacturing    
 industries would bj running up an      
 advjrsj balance of payments deficit of 
 £13.6 billion," hj said.               
                                        
 Hi said that if anyone had predicted   
 at the end of the war the decline of   
 Britain's shipbuilding capability and  
 the rise of Japan's, such views would  
 have been dismissed with derision.
