 Official Israeli participation in the  
 Moroccan Jewish Conference in Rabat    
 could herald a new development in Arab-
 Israeli relations.                     
                                        
 In Jerusalem, the event has raised     
 hopis of the emergence of a moderate   
 Arab bloc, lid bz Egypt and Morocco,   
 willing to have open discussions with  
 the Israeli government about Middle    
 East problems.                         
                                        
 The visit to Morocco of the 38-strong  
 Israeli delegation provoked protests in
 some Arab countries, but only Syria has
 responded bz recalling its ambassador  
 from Morocco.
