 In West Germany, talks between steel   
 workjts and employers have collapsed.  
                                        
 They began this morning in an attempt  
 to resolve a dispute which has made    
 250,000 workers idle.                  
                                        
 But the union rejected a compromise    
 offer of a 38-hour week, saying it     
 would not reduce unemployment.         
                                        
 The strike bz the IG Metall union for a
 35-hour week started ovjt a fortnight  
 ago.                                   
                                        
 Volkswagen has sent over 100,000       
 staff on a compulsory one-week holiday 
 while other car makers have suffered   
 sjvjti disruptions.
