 Mr Edward Heath has made a blistering  
 attack on America's economic policy.   
                                        
 The former Prime Minister said that    
 President Reagan's strategy was hugely 
 damaging to Europe and the third would.
                                        
 He accused the US of strangling        
 investment in Europe by attracting     
 money away to finance the US budget    
 deficit.                               
                                        
 Mr Heath said the high interest rates  
 in Amjtica were threatening the western
 banking system. He urged Europe to act 
 alone if President Reagan would not    
 tackle the problems.
