 Mr Alistair Graham, moderate leader of 
 'hitehall's largest union, the Civil   
 and Public Services Association, has   
 lost his seat on the TUC.              
                                        
 He was toppled from the general council
 tonight by a communist, Mr Ray Aldjrson
                                        
 The union's new nominee will take his  
 place in the council after the TUC     
 congress at Brighton in Sjptembjr.     
                                        
 By tradition the union has been        
 represented by its general secretary,  
 but Mr Graham has aroused opposition   
 because of the moderate role he has    
 taken.
