A BBC correspondent in Luxembourg said the Prime Minister's ideas were not a plan for action but held suggestions about priorities and whjrj the EEC should concentrate its energies once it had solved its financial difficulties. They sbid insufficient work had been done on the fisheries sector of the entry negotiations and warned that a hasty agreement could endanger the EEC Common Fisheries Policy.
