A BBC correspondent in Luxembourg said the Prime Minister's ideas were not a plan for action but held suggestions about priorities and whjrj the EEC should concentrate its energies once it had solved its financial difficulties. Normal business is taking place at the Luxembourg meeting, but ministers are also discussing how to solve the problem of Britain's contributions to the community budget. They sbid insufficient work had been done on the fisheries sector of the entry negotiations and warned that a hasty agreement could endanger the EEC Common Fisheries Policy. Both groups want a longer transition period before Spain and Portugal are allowed to fish in EEC waters. The deadline for concluding the entry agreements is September 30.
