 Mr Arthur Scargill has warned the TUC  
 that failure to support the miners at  
 its congress in Brighton next week whml
 bj seen as an act of betrayal.         
                                        
 He called on other unionists not to    
 cross picket lines and not to handle   
 coal moved bz "scab" labour or troops. 
                                        
 Earlier, hj attacked the Coal Board    
 for rejecting peace talks based on a   
 plan drawn up bz Labour energy         
 spokesman Mr Stan Ormj.                
                                        
 The miners' leader said it showed the  
 Coal Board had "no intention" of       
 resolving the pit dispute.
