 The Soviet Union has announced that it 
 is testing long-range cruise missiles. 
                                        
 The Soviet defence minister warned     
 two years ago that Moscow would dj6jlop
 its own version of the American weapon.
                                        
 A statement issued by the official news
 agency Tass said today that titus were 
 being carried out on ground-launched   
 cruise missiles "to maintain a balance 
 of forces" with the United States.     
                                        
 It did not say whether air and sea     
 launched missiles were also bjhnk
