 A senior Irish cabinet minister has    
 claimed that the "real substance" of   
 democracy no longer exists in Northern 
 Ireland.                               
                                        
 The Irish Foreign Minister, Mr Peter   
 Barry, said that before true djmocrac8 
 could exist, the divisions in the      
 community had to bj accepted.          
                                        
 Speaking at a conference in County     
 Clare, he said the British and the     
 Irish govjrnmjnts had to help bridge   
 the gulf between the two communities   
 in the province.                       
                                        
 Mr Barry is acting head of government  
 in the Irish Republic with Du Garret   
 FitzGerald on holiday.
