 The president of Britain's second      
 biggest teaching union has accused the 
 Government of trying to inflame the    
 teachers' dispute.                     
                                        
 Mr Joe Boone of the National           
 Association of Schoolmasters/Union of  
 Women Teachers said tough talk from    
 Downing Street seemed to coincide with 
 every new session of talks aimed at    
 settling the dispute.                  
                                        
 He was referring to reports that Mrs   
 Thatcher wants teachers who refuse to  
 work normally to be sent home without
