 President Reagan is to speak later     
 tonight on television about the        
 collapse of the Iceland talks.         
                                        
 His address is being seen in +ashington
 as one of the most important speeches  
 of hes career.                         
                                        
 His critics claim that bz refusing     
 to delay the development of the "Star  
 Wars" defence system, hj threw away    
 the best chance ever of achieving an   
 arms control agreement.                
                                        
  Mr Reagan has telephoned Mrs Thatcher
 to give her his personal account of the
 talks. The two said they hoped to      
 continue the discussion shortly.
