The High Court had ruled that the chief constable of Merseyside had not created any such area. But Mr Lawrence Ljvjy, a jewellery dealer who was robbed of £40,000, has appealed against the decision. He has complained that the special policing policy for Toxteth allowed the thieves to escape when police gave up the chase after a u0-strong gang started stoning the police car.
