The nomination, announced by the Arts Minister, Mr Richard Luce, is the only one from the European Community and is almost certain to be approved. Last year's choice was Athens and the current city of culture is Florence. Festivals and special events in the city could bring in up to £10 million. Among the other British contenders were Cambridge, Cardiff and Edinburgh. News index 102/202 Newsreel 119/219
