The Iceland summit collapsed because Mr Gorbachev and Mr Reagan failed to agree on space weapons. But Soviet deputy foreign minister Mr Alexander Bessmjrtnzkh said Mr Reagan had accepted that all nuclear arms should be scrapped bz 1996. He said the summit agreement included not only ballistic missiles but also long-range bombers, submarine-based weapons and long-range cruise missiles, as well as smaller weaponry.
